How an MSP
works

Within an organisation, the MSP operates as an integral part of the HR or procurement function, covering all aspects related to the use of external workers – from recruitment through onboarding to payment.

By providing a Vendor Management System (VMS), the MSP ensures full transparency for the client organisation regarding all external personnel. In addition, the MSP ensures compliance with all labour laws and regulatory requirements through a carefully designed and consistent process.

MSP funding models compared: Supplier-funded vs. client-funded

Under the supplier-funded model, the MSP provider retains a percentage of the amounts invoiced by suppliers to cover the programme costs. This means there are no direct costs for the client. However, in markets with low mark-ups, some suppliers may be unwilling to participate in such a programme or may reserve their top talent for other clients.

In contrast, under the client-funded model, the employer pays a fee to the MSP provider. Depending on the agreement, this fee may be fixed or variable.

While the client-funded model may initially appear more costly, it can potentially lead to stronger collaboration with all suppliers and their external workforce.

Our service portfolio
with which you can manage your external specialists

For the search and management of your external specialists, we offer you two different processes that take over different steps of your recruitment. We are at your side exactly when you need us - no more and no less. Our external personnel portfolio is divided into the areas of Managed Service Provider (MSP) and Contractor Management Outsourcing (CMO).

We work with you openly and transparently to determine which services suit your needs best.

Strategic Needs Analysis & Planning

For companies that regularly engage a large number of temporary workers, it can be challenging to structure processes in a transparent and compliant way. You may need to coordinate multiple staffing suppliers, monitor services delivered by vendors and talent, and manage all aspects of workforce administration.

Compliance with legal requirements can also be a source of risk. In particular, invoicing and financial administration can become highly time-consuming when dealing with numerous suppliers and external workers.

A Managed Service Provider implements time-saving, efficiency-enhancing processes on your behalf and takes over the entire administrative burden related to your temporary workforce.

That’s why every collaboration with Hays Workforce Management begins with a strategic needs analysis and a detailed planning phase. Together, we define the approach that best fits your organisation.

The Five Key Process Steps of an MSP – Explained

We take care of these steps for you as part of the Managed Service Programme.
Enquiry management
We create specific enquiries based on your personnel needs and pass these on to our large network of personnel suppliers in order to find the perfect candidates for you.
Offer screening and pre-selection
We pre-select suitable external specialists for you from the various candidates based on your criteria. You now have the choice of which offers suit you best, after which we organise interviews.
Selection of specialists & compliance check
After the interviews, your specialist department has decided in favour of a candidate and the MSP checks the legal compliance for you.
Commissioning and onboarding your external specialists
Once you have made your decision, we take care of communicating the conditions with the selected personnel supplier for you. We initiate the internal onboarding process and take care of any necessary regulatory registration procedures.
Billing & Reporting
Our MSP team is your single point of contact for all issues from enquiries to BaFin-licensed billing. In addition to the comprehensive management of your external resources, you benefit from detailed and comprehensive reporting.

Contractor Management Outsourcing (CMO)

Do you need a transparent supplier structure that ensures compliance with regulatory requirements while supporting your department in the operational management of external personnel?

No problem – benefit from our Contractor Management Outsourcing Program, where we provide you with an experienced operational team that handles everything from supplier contract management to invoicing.

Bundling and reviewing service provider offers
Send us the offer you have already decided on. We will bundle and check all your contracts and act as your single point of contact for all your orders.
Compliance check and contract negotiations
We carry out a compliance check and any contract negotiations for you. We bundle the contracts in one place.
Commissioning and onboarding your specialists
Once your external resources have been successfully contracted, we use the vendor management system of your choice for the onboarding of your external specialists.
